Abstract: One of a series of three papers discussing the viewpoints of the East and West on water development, this paper takes the view that the issues reflect dissatisfaction with present national policy. A number of myths which influence water planning are discussed and some needs for new viewpoints and new research directions are suggested. Possible new concepts in water management are stressed.
