Abstract: To develop a Capital Improvements Program, considerable research and evaluation must be undertaken to establish a project eligibility and a list of project needs. Based on criteria to be determined by the analyzer, the program is developed after giving consideration to project estimates and methods of financing projects. The key to a successful program is exposure and scheduling first things first, keeping long-range objectives a foremost consideration.
