Abstract: A Federal Power Commission survey and report on failures of natural gas transmission pipelines, and their causes is discussed. Its findings on safety regulations of the States and proposed Federal minimum standards is analyzed for its impact on good practice for highway-pipeline crossings. Conclusions support recommended guides for depth of bury, encasement, and markers for pipelines at highway crossings, and warn of jurisdictional gaps in enactment and enforcement of safety regulations.
