Abstract: Plan for commercial airport location and use that is consistent with optimum ground-access times; approach described considers commercial airport complex in metropolitan area as system, postulating that all of commercial airports should not be general-purpose terminals handling short-haul, medium-haul, and long-haul flights; figures to illustrate generalized model which must be corrected in accordance with findings in any specific area under consideration.
