In order to develop chain of small-boat harbors along west coast, harbor characteristics, federal interest, benefit analysis, construction features, and shoreline considerations were examined; use of R.Y.Hudson's design formula; factors for determining weight of stone required to resist design wave are side slopes, specific gravity of stone, and empirically developed K factor; several examples of light-draft harbors.
