The Federal-Aid Highway Act of 1958 required each state to prepare cost estimates of the needs of the various road systems within the state. This paper outlines the procedures employed in Oregon to develop the estimate of needs for each of the 12 systems considered to provide adequate highways, roads, and streets for 1975 traffic volumes.
