Abstract: The European method of one man being responsible for a turn key job from start to finish should be applicable here, that is, the conceiver and designer should also be the estimater, construction consultant and constructor, so that any person is responsible himself for a job from start to finish. This is the essence of my opinion of good construction practice and education for this should be in terms of the means toward the end.
