Program instituted by Ohio River Valley Water Sanitation Commission for systematic surveillance and appraisal of quality conditions and flow variations; operation of network of 43 monitor stations provides continuing record of vital information to aid in diagnosis of stream conditions, to be alerted on pollution potentials, and to provide facts for formulation of control measures.
