Abstract: The factors involved in selecting an appropriate perimeter bulkhead or retaining structure for waterfront developments are examined with particular emphasis on conditions in New York Harbor. The selection process is illustrated by descriptions of two recent cases. For Battery Park City considerations of moderate first cost, low maintenance, and long life lead to the choice of a low-level relieving platform above a stone embankment for the perimeter structure. At Northeast Marine Terminal retaining structures included a sheet pile wall, circular cells and a relieving platform, each adapted to existing conditions to minimize first cost and yet provide necessary stability and a medium length usable life.
