To get an overview of what is needed and wanted, meetings with small groups are deemed as being conducive to information flow. The interrelationship between technical specialist, decision makers, and the community was considered. Organization of planning processes to include citizen input is important and iterative cycles including two-way flow of information with the community should not be biased or restricted by lack of funds.
