Engineers have failed to convince others, and themselves, of the importance and value of the service they perform. This must be the first step in justifying an improved economic status for civil engineers. Salary guidelines implementation will also require that engineers, particularly young engineers, refuse to accept permanent employment with organizations that have not adopted the salary guidelines for all job classifications.
