Abstract: The engineering community during the past few years, after considering the status of various minority groups in engineering, has recommended affirmative action educational procedures to bring racial and ethnic minorities into more meaningful participation in engineering. Li has properly concluded that the best approach toward fundamentally eliminating the issues of minority contractor participation is by providing equal educational opportunities for the disadvantaged majority of the minority.
